Our passion lies with providing superior knowledge and skills while managing transportation construction projects. From constructability through project delivery, DCS consistently exceeds the expectations of our clients and contractors. With an uncompromising dedication to safety, our team of experts are focused on quality, partnering and are determined to deliver each project on time and within budget.
Professional Excellence
Diversified Consulting Services (DCS) is a Nevada corporation comprised of engineers and technicians who have extensive highway construction and contract administration experience. DCS has been in business since 1990 and has developed an excellent reputation for providing its clients with the highest level of service. We are proud of our successful track record for providing Full Contract Administration and Augmentation for the Nevada Department of Transportation.
One key component for our proven success in this area is the use of highly qualified staff under close supervision of the company’s owners.
The four owners of the firm (Don Reed, Tony Kaiser, Mike Glock and Glenn Hough) take key roles in the day-to-day supervision and management of DCS projects.
Additional strengths include; dedicated professionals, commitment to clients, our ability to relate to NDOT, appreciation and experience with public relations on construction projects, resources and most importantly in-depth project knowledge.
Dedicated Professionals
The owners of DCS are involved with each project to ensure the firm’s reputation and commitment to excellence is maintained. We carefully recruit and select staff, based on experience, dedication and reputation. We know this is the way to provide critical knowledge and skills that result in project success. The DCS team has approximately 800 years combined highway experience with NDOT, the majority of it in highway construction.
Commitment to Clients
DCS is committed to providing services on schedule and within budget. The owners have experience in dealing with consultants from an agency viewpoint and have a keen appreciation of the importance of performing on schedule and operating within budget. Our reputation for maintaining excellent standards in these areas is unmatched. In addition, we couple this with superior professionalism, work responsiveness, and clean, concise documentation to provide superior quality projects. Many DCS agreements have been under budget. In two situations we have absorbed minor overruns voluntarily.
Ability to Relate to Clients
DCS has an excellent understanding of what is needed to successfully complete a construction project in accordance with NDOT plans and specifications, and with minimal conflicts with the contractor. We are knowledgeable of NDOT’s organization and chain of command, and know exactly how to follow NDOT procedures for obtaining information and decisions.
Appreciation of Public Relations During Construction
We know the Department of Transportation strives to maintain clear communication with the motoring public. DCS agrees with this objective and has developed a pro-active public relations program on all projects. We alert adjacent businesses, residents and emergency services of construction activities, and every effort is made to minimize inconvenience to motorists, and adjacent properties. DCS works closely with the District, the Construction Division, NDOT’s Public Information Office and the Contractor in preparing news releases on the status of the projects. In addition, DCS is very sensitive to specifications covering traffic delays and we work closely with Department personnel and the contractor to minimize delays. For example, we developed a form to use for recording traffic delays. This form clearly identifies delay time beginning with the flagger and covers the total delay through the construction area.
Resources
DCS has the resources for providing Full Contract Administration and Augmentation services for NDOT. These resources include: experienced Nevada Registered Professional Engineers, Resident Engineers, experienced and talented inspectors, NAQTC certified testers and office personnel, and the equipment and supplies necessary to complete any project. The ability of the personnel and the quality and sufficiency of the equipment and supplies has been demonstrated on fourteen Full Contract Administration projects over the last twelve years. These resources are fully described in the following discussion.
Project Knowledge
The principals and staff of DCS have an in-depth understanding of NDOT highway construction methods, specifications, equipment, materials and procedures. This understanding comes from direct involvement in the development of specifications, methods and policies, and from many years of administering contracts using these methods and specifications. They have a thorough understanding of the daily requirements of contract administration including: inspection requirements, test frequencies, testing procedures, office procedures and contract documentation. This understanding comes from having an excellent knowledge of construction related Department publications such as:
- Standard Specifications for Road and Bridge Construction
- Construction Manual
- Standard Plans
- Documentation Manual
- Construction Stakeout Manual
- Materials Manual of Field Testing Procedures
- Manual of Uniform Traffic Control Devices
- Nevada Work Zone Traffic Control Handbook
- Standard Highway Signs
- AASHTO Publications
Resident Engineer Experience
Ten DCS team members have experience as NDOT Resident Engineers on approximately 150 projects covering all types of highway construction.
